Our demands

1. An orderly withdrawal from the F-35 procurement

The Federal Council should decide to withdraw from the F-35 procurement and suspend further commitments. Payments already made, existing obligations and potential withdrawal costs must be disclosed transparently to voters.

2. Keep the F/A-18 fleet in service until 2034

The Federal Council should promptly request a parliamentary credit to extend the service life of the existing F/A-18 fleet until 2034. We call for the funding needed for a reliable transition. Continued use must be technically safe and financially sustainable; the remaining service life, costs and timetable must be set out clearly.

3. Initiate an accelerated procurement process for a European fighter fleet

The Federal Council should immediately decide to initiate an accelerated procurement process for a European fighter aircraft. The 2019 flight-test records should be used for the Rafale and Eurofighter; the Gripen E must also be assessed. Current offers, firm delivery slots, and comparable figures for total cost and operational readiness remain necessary.

The deteriorating geopolitical situation calls for swift action. The available accelerated procedures under ordinary law should be used fully. In addition, the use of emergency powers under Article 185(3) of the Federal Constitution should be examined if a serious disruption to security has occurred or is imminent and can be substantiated—for example, an acute gap in air defence in the face of a concrete threat. The Federal Council must explain why ordinary procedures would not work in time. Measures must be proportionate, and emergency ordinances must be time-limited; increased costs or a change of supplier alone are insufficient. Urgent commitment credits separately require the prior consent of the parliamentary Finance Delegation and subsequent approval by Parliament.

What the latest GAO figures show

Mission readiness: only 9 of 30 F-35s available for all assigned missions (2026)

A fleet of 30 aircraft provides the common basis for the calculation because, following the supplementary credit, the Federal Department of Defence, Civil Protection and Sport (DDPS) expects to procure approximately 30 F-35As. For the other types, a fleet of the same size is hypothetical. For the F-35A, the 28.5% full mission-capable rate reported by the US Government Accountability Office for 2025 is rounded to a general calculation assumption of 30%. Multiplying 30 aircraft by 30% gives 9 aircraft. For the Rafale, Eurofighter and Gripen, we use their respective published figures for technical availability, operational readiness or availability during an exercise. Measurement methods, operators and periods differ. The graphic shows orders of magnitude, not a ranking or a forecast for Switzerland.

Why we must act

The National Council's Control Committee found that no blanket fixed price had been agreed. Additional costs amounting to billions and inadequate mission readiness call for a reassessment.

Entscheidungen von Behörden, Gerichten, Plattformen und sonstigen Dritten liegen ausserhalb seines Einflussbereichs.

  4. Fristen, Formvorschriften und Einreichung. Die abschliessende Kontrolle gesetzlicher Voraussetzungen, Fristen, Formulare, Unterschriften, Stimmrechtsbescheinigungen, Zuständigkeiten und der rechtzeitigen Einreichung obliegt den Kampagnenführenden. Automatisch erzeugte Dokumente und Berechnungen sind vor Verwendung anhand der aktuellen amtlichen Grundlagen zu prüfen.

  5. Betrieb und Verfügbarkeit. Der Verein bemüht sich um einen sicheren und zuverlässigen Betrieb, schuldet aber keine ununterbrochene oder fehlerfreie Verfügbarkeit. Wartung, Sicherheitsmassnahmen, höhere Gewalt sowie Ausfälle von Netzen, Hosting-, Zahlungs-, Post-, Behörden- oder anderen Drittdiensten können Funktionen zeitweise einschränken. Eine absolute Sicherheit vor Datenverlust oder unbefugtem Zugriff kann nicht zugesichert werden.

  6. Inhalte und Angebote Dritter. Für externe Webseiten, eingebettete Dienste, amtliche Angebote oder sonstige Inhalte Dritter übernimmt der Verein keine Verantwortung. Eine Verlinkung bedeutet keine Billigung. Nach einem hinreichend begründeten Hinweis auf rechtswidrige Inhalte prüft der Verein angemessene Sperr- oder Entfernungsmassnahmen.

  7. Freistellung durch Kampagnenführende. Soweit gesetzlich zulässig, stellt die Urheberin oder der Urheber den Verein vollumfänglich von berechtigten Ansprüchen Dritter frei, die aus bereitgestellten Inhalten, fehlenden Rechten oder einer von ihr oder ihm zu vertretenden Rechtsverletzung entstehen. Dies umfasst angemessene Gerichts-, Anwalts-, Abklärungs- und Abwehrkosten sowie rechtskräftig auferlegte Entschädigungen. Eigene Pflichtverletzungen und eigenes Verschulden des Vereins bleiben davon unberührt.

  8. Haftungsbeschränkung. Soweit gesetzlich zulässig, ist die Haftung des Vereins für leichte Fahrlässigkeit sowie für indirekte Schäden, Folgeschäden, entgangenen Gewinn, Nutzungsausfall und Datenverlust ausgeschlossen. Unbeschränkt bleibt die Haftung für rechtswidrige Absicht und grobe Fahrlässigkeit sowie in allen Fällen, in denen ein Ausschluss oder eine Beschränkung nach zwingendem Recht unzulässig ist. Zwingende gesetzliche Ansprüche werden durch diesen Text nicht eingeschränkt.

  9. Sperrung und Entfernung. Der Verein darf Inhalte oder Kampagnen vorübergehend sperren, entfernen oder deren Bearbeitung aussetzen, wenn konkrete Anhaltspunkte für Rechtsverletzungen, Sicherheitsrisiken, missbräuchliche Nutzung oder Verstösse gegen die Nutzungsbedingungen bestehen. Gesetzliche Aufbewahrungs- und Nachweispflichten bleiben vorbehalten.

  10. Anwendbares Recht und Gerichtsstand. Es gilt schweizerisches Recht unter Ausschluss seiner kollisionsrechtlichen Verweisungsnormen. Soweit gesetzlich zulässig, ist ausschliesslicher Gerichtsstand Zug, Schweiz. Zwingende gesetzliche Gerichtsstände, insbesondere zum Schutz von Konsumentinnen und Konsumenten, sowie gesetzliche Zuständigkeiten für ausservertragliche Ansprüche bleiben vorbehalten.

  11. Teilunwirksamkeit. Sollte eine Bestimmung dieses Haftungsausschlusses ganz oder teilweise unwirksam oder undurchsetzbar sein, bleiben die übrigen Bestimmungen unberührt. An die Stelle der unwirksamen Regel tritt die zwingende gesetzliche Ordnung; eine weitergehende Haftungsbefreiung wird daraus nicht abgeleitet.
